UPS Missing PLD fee: what it is and how to stop paying it

If your UPS invoice shows a "Missing PLD" or "Missing Package Level Detail" fee, UPS is charging you for packages that reached its network without the electronic shipment data it expects. It is charged per package, so a gap in your shipping setup can repeat it on every parcel until someone notices.

What PLD is

Package Level Detail is the electronic record of each package: recipient name, full delivery address, weight, dimensions and service. When you create a label through UPS systems or a shipping platform connected to UPS, this data is normally uploaded automatically before the driver picks up.

Why UPS charges the fee

UPS uses PLD to plan capacity and route packages. In its published notices, UPS describes the fee as applying to packages where the shipper does not provide a timely upload of all applicable PLD information before driver pickup. In the notices for Europe, the UK and India it was introduced on 20 October 2024 at $4.40 per package, with local-currency amounts that vary by country. Check your own UPS rate guide or account representative for the amount that applies to your account.

Common causes

Labels printed from an offline or misconfigured shipping tool that never transmits data to UPS. A shipping platform integration that fails silently for some orders. Manifests closed or uploaded after the pickup. Handwritten or reused labels. Packages handed to the driver before the end-of-day upload runs.

How to avoid it

Make sure every label is created through UPS systems or a shipping platform with a live UPS connection, and that the data is transmitted before pickup. If you use batch or end-of-day uploads, run them before the driver arrives. Spot-check a few tracking numbers: if tracking shows label information only after the first pickup scan, the data arrived late.

When to dispute it

Dispute the fee when you can show the data was sent in time: for example, the label was created through UPS or a connected platform before the pickup, the tracking history shows label creation before the first scan, or the same tracking number was charged the fee twice. Collect the tracking numbers, invoice numbers and label creation times and file them as one batch.
